Owen Takes the Helm at New York District
On September 14 Col. Paul E. Owen succeeded Col. John R. Boule' II as the commander of the Corps New York District. The change of command ceremony was held at the historic Alexander Hamilton U.S. Custom House in lower Manhattan. Boule' who headed the Corps' New York District since July 2009 retired following 26 years of military service.
Col. Owen is the 51st New York District Commander and takes the helm of a district responsible for the Corps' water resource development navigation and regulatory activities in northeastern New Jersey eastern and south-central New York State including the New York Harbor and Long Island and parts of Vermont Massachusetts and Connecticut. The District is also responsible for design and construction at Army and Air Force installations in New Jersey New York Virginia and overseas in Greenland. Owen holds the titles of District Commander District Engineer and Supervisor of the New York/New Jersey Harbor.
