CEDA and IADC to Hold Forum On Early Contractor Involvement in June
The Central Dredging Association (CEDA) and the International Association of Dredging Companies (IADC) have organized a two-day forum on Early Contractor Involvement to be held in London at the end of June.
The theory is straightforward: the more experts and stakeholders can agree beforehand what the process should be and who takes what responsibilities and risks the more smoothly the project will run. And the more satisfied the client and contractor as well as the public will be.
The underlying theme is “Partnering Creates Possibilities”. With well-known keynote speakers setting the tone participants will explore the benefits of “contractual partnering” that is co-operation among all the contractual players from the very early stages of project development.
As Stephen Bradford CEO of the Port of Melbourne Corporation (PoMC) said about his own experiences with close contractor involvement “The Port of Melbourne Corporation’s Channel Deepening Project provided some key learning experiences regarding the need to establish open and transparent communications protocols….” The PoMC project was the winner of Australia’s prestigious National Infrastructure Award.
“A paradigm shift is taking place in procurement. And we need to educate the client and contractors” according to Dean Kashiwagi a leading proponent of performance information and one of the keynote speakers.
There are two keynote speeches on the first day: “Best Value Performance by Early Contractor Involvement” by Dean T. Kashiwagi Ph.D. P.E. professor director Performance Based Studies Research Group (PBSRG) Del E. Webb School of Construction/ School (DEWSC) USA and “The difficulties in achieving a constructive Early Contractor Involvement” by Peter Lundhus technical director Fehmarn Belt Ltd. Denmark and forum chair. Fehmarn Belt is the major infrastructure link proposed to connect Germany and Denmark replacing the ferry connection. In the afternoon Daphne Broerse a partner at the law firm Norton Rose LLP in their Netherlands office addresses the myths about EU regulations and limitations in her presentation “Rules and regulations are not stopping partnering!”.
Experts on Port and Land Projects
On day two Stephen Bradford chief executive officer of Port of Melbourne Corporation (PoMC) Australia will speak about “Balancing economic environmental and social demands.” Cees Brandsen general director Competence Centre Infrastructure Ministry of Infrastructure and Environment the Netherlands will describe the “Best Value Procurement for Road Infrastructure Priority Investment Programme.” Richard Nunn principle civil engineer flood and coastal risk technical manager Environment Agency UK will present his insights on “Innovation in Flood Risk Management – early enough or too late?” and Menno Steenman contract manager Port of Rotterdam N.V. will present “The business case (why money counts) the tender process client supervision defining specifications and why contracts are important.”
After the lunch breaks on both days attendees will be organized into work groups to examine in-depth a hypothetical case.
These workshop sessions will be facilitated by Marc Gramberger of Prospex bv Belgium and his team experts in the area of cooperation.
